<h1 class="story-header">Japan crisis 'worst since WWII'</h1>He said the situation at the quake-hit Fukushima nuclear plant remained grave, a day after an explosion at a reactor.<br />

Japanese broadcaster NHK says the total number of confirmed deaths caused by the disaster now stands at 1,351.<br />
<br />
But police warn that the death toll in Miyagi region alone could top 10,000.<br />
Millions of survivors remain without electricity and authorities are stepping up relief efforts as the scale of the tragedy becomes clearer.<br />
<br />
About 310,000 people have been evacuated to emergency shelters, NHK says. <br />
<span class="cross-head">'Most severe crisis'</span> The cooling systems of two reactors at the Fukushima No.1 nuclear power plant failed after the 8.9-magnitude quake struck off the north-east coast.<br />
<br />
On Saturday, a huge explosion blew apart the building housing reactor 1, where technicians had been venting steam to cool the reactor. Sea water is being injected into the other reactor in an attempt to cool it.<br />
<br />
The Japanese authorities have admitted that radiation levels near the damaged plant at one point exceeded legal safety limits. Tens of thousands of people are being evacuated from within a 20km (12.4-mile) radius.<br />
<br />
At least 19 people are being treated for the effects of exposure to radiation. Workers in protective clothing have been checking residents as they leave the evacuation zone.<br />
<br />
Meanwhile, Japan's nuclear energy agency has declared a state of emergency at a second nuclear facility, at Onagawa, after excessive radiation levels were recorded there.<br />
<br />
It said cooling systems at all three reactors at the Onagawa complex, which were automatically shut down after the earthquake and tsunami, were functioning properly and the rise in local radiation levels might have been caused by the Fukushima leak.<br />
<br />
"The current situation of the earthquake, tsunami and the nuclear plants is in a way the most severe crisis in the past 65 years since World War II," Mr Kan said.<br />

We are about 10km from Minamisanriku, where it's believed that as many as 10,000 people are unaccounted for.<br />
<br />
I'm in a building that's being used as an evacuation centre - it's a primary school and there are about 250 people now sleeping on the floor of the sports hall. There isn't any mains power, there is a generator that has been set up for a couple of lights and blow heaters - but it is still bitterly cold.<br />
The authorities have got diggers in place to try and clear the road a little further north from here. They need to get through to those towns and communities to see what they can do to help anybody who might still be alive there.<br />
<br />
It does not mean that because 10,000 are unaccounted for they are necessarily all feared dead. <br />
There will be people who managed to evacuate. But there is no power, no telephone network in this area - all of that has been knocked out.<br />
<br />
If people have escaped to an evacuation centre they can report in with the authorities and that information is gradually fed back and collated. If they've gone to stay with friends and relatives who don't have power or telephones it's going to be difficult getting that information to the central authorities to account for who is where.<br />
<br />
One woman who was in her car when she felt the quake told us that as soon as "the earth stopped shaking", she jumped out of the car, went into her home, grabbed her family, got back in her car and got out of town. But she said there would perhaps be many people who didn't move fast enough.</div><div id="story_continues_2">"Whether we Japanese can overcome this crisis depends on each of us.</div>"I strongly believe that we can get over this great earthquake and tsunami by joining together."<br />
Mr Kan said the shutting down of the Fukushima plant and other power stations meant that electricity supplies were limited.<br />
<br />
He said that from Monday there would be a programme of rolling power cuts that would also affect water and gas supplies and some medical facilities.<br />
<br />
The number of troops helping with rescue work in the affected north-east coastal region is being doubled to 100,000, and they will be joined by 250,000 police officers and other relief workers. <br />
International rescue teams are flying into Japan following an appeal by the government.<br />
<br />
Rescue workers have found scenes of total devastation in isolated coastal towns north east of the main port city of Sendai, which was itself partially destroyed by the waves.<br />

Although it might be a bit too early, I believe the New START Treaty is now almost sure to be ratified considering it moved to the final vote on tomorrow. Congratulations!! I had been a bit worried about this due to the middle election result and also to the decreasing support for Democrats. Nonetheless, the Senate made it! To be concise, those who made it are students, who have been supported and motivated by your fantastic educational programmes including this summer trip to Hiroshima and Nagasaki. This whole process is very encouraging and important experience for both the US and Japanese students both of whom are making the difference to the world.<br />

Moving on with the 67 to 28 vote, the New START Treaty could be a great triumph for the Obama administration. However, more personally, this momentous occasion would be the culmination of all the international effort made during the summer.<br /><br />About four months have past, and the New START Treaty hovered in the background as everyone started a fresh school year. But now, during my winter break, there's not only an opportunity for me to invigorate my hope for the New START Treaty but a chance to reflect. After my summer vacation ended and after delivering the petitions, I missed Japan terribly and wanted desperately to return to my glorious summer memories - but I didn't really understand how much this trip was slowly changing my perspective. Only now, do I realize the subtle changes.<br /><br />During the vacation, my perspective was changed:<br />--Changed from just another student who is passively concerned about nuclear proliferation to a vocal member of the group of international activists united in their cause.<div>I was more surprised in opposing scenarios:</div><div>1. By the big number of students who really supported nuclear non-proliferation.</div><div>2. Disappointedly by the students who rudely joked and possessed the characteristics of "cool apathy" and disrespect to those who were passionate.</div><div><br /></div><div><br />However another concern that I kept tucked in the corners of my brain was a changing yet omnipresent fear.<br />--It was first a complicated mixed fear: stage-fright combined with the fear of being an unprepared incompetent who wasn't passionate enough or deserving enough for the summer's opportunities.<br /><br />But afterwards, it changed to the fear of:<br />-What if the treaty isn't passed and is a complete failure and disappointment to all the Japanese students who worked so hard into opposing another Hiroshima and Nagasaki?<br /><br />And the only thing that will subdue the fear aside from the good news is the faintest hope that even if it fails, the fight will continue -- constantly empowered by others around the entire world (not just the Japanese). Although it sounds terrible to me right now, our summer crusade was a drop in the bucket. <div class="MsoNormal" style="font-family: Times,"Times New Roman",serif;"><div class="MsoNormal" style="font-family: Times,"Times New Roman",serif;"> <span style="font-family: Times,"Times New Roman",serif;">After we left Hiroshima on August 7, where we engaged in numerous conferences, workshops, and conversations about how to make the world more peaceful, we took a train to Nagasaki and entered its mountainous enchantment. It was hard to believe that this beautiful city had been destroyed by a nuclear bomb 65 years ago, since it miraculously maintained its charm and a thinly veiled progressivism and independence. I admired the way in which the inhabitants celebrated their long history of religious diversity, scientific innovation, and cultural dissidence, and it is truly ironic that Nagasaki is the last city to be devastated by nuclear weapons in history in a war that was already finished.</span><br />
<br />
Although we attended the smaller memorial ceremonies at 11:02 a.m. on August 9, and although we were graced by an audience with the mayor of Nagasaki, the most sacred moment for me was not a memorial ceremony, nor was it workshops or conferences or collecting signatures on petitions. It was only on the next day when I was in a ruined temple alone that I was able to begin thinking about August 6 and August 9. Because our schedule was so busy, and because we – especially my students Nick and Pauline – were constantly asked to speak – we did not have enough time to quietly reflect, an important component of commemoration. We also did not have time to recover from the rigors of international travel, nor to rest in between activities. It is important for activists – adults and students -- to cultivate their passions and develop genuine relationships so that the work is truly meaningful and not just merely “going through the motions.” It was very difficult for us to communicate, and we are grateful for those who translated for us, but we were always speaking through someone else. Often we could not talk when we wanted to speak. Therefore, the truly beautiful moments were the unintended ones at serendipitous times when the circumstances of communication were right.</div></div><div class="MsoNormal" style="font-family: Times,"Times New Roman",serif;"> I am especially grateful to our Japanese hosts who reached out in cross-cultural dialogue and listened to us as individuals and saw us as true partners. In particular, I thank Mr. Okuzumi, the teacher leader of the Tokyo student group, as well as Mrs. Yamashita, who hosted us in Nagasaki. Relationships among the members of groups who do this kind of work are as important as the work itself. We cannot make a more peaceful world unless we treat each other as individuals with respect, love, and dignity. I am thankful for each occasion when our hosts were kind and thoughtful. A special thank you to Mr. and Mrs. Hashiguchi, who took me to Mt. Fuji, where I missed the mountain but saw a rainbow, to Mio-san, who translated but also showed me how to dance around in a yukata, and Taka-san, a young journalist who also became my adopted little Japanese brother. Finally, gratitude must be extended to Mutsuko-san and Lydia-san, the remarkable mothers of Pauline and Nick. <i>Domo arigato gozaimasu.</i> Thank you.<br />

The anniversary of the second and last use of nuclear weapons on a civilian population -- and we hope and pray it will be the last ever in human history -- was August 9, 1945, at 11:02 a.m., in Nagasaki. We had originally been invited by Mr. Arihara, who had made a film about a group of survivors and rescuers here, and by the survivors here, who eventually rebuilt their community and hospital. The culmination of our trip was perhaps not the anniversary date itself but instead August 8, when we met Mrs. Akizuki, the wife of the hero of the film, "Angelus Bell," and a heroine/survivor in her own right, and also gave our last workshop presentation at St. Francis Hospital, which had been rebuilt on the site of the former hospital.<br />

To be sure, August 9 was a solemn day, but it couldn't take away from the beauty of the surrounding hills, nor could it detract from the joyful enthusiasm of Mr. Hiroge, the 80-year-old English teacher who recounted his story to us when we arrived in Nagasaki on the afternoon of August 7. Mr. Hiroge was serious -- in fact, he began his account by declaring, "during wartime, the biggest sacrifice was the truth. The truth was not told to the Japanese people." Later, though, he focused on his own personal loss, recalling a young relative with whom he was to dine the evening of the 9th, but who was never found: "I am still looking for him. He is 19 in my dreams, even though I myself am now 80 years old. I can't believe he is gone." Still, Mr. Hiroge was kind to us, and the community was generous, including Mrs. Yamashita, the former newspaper editor who organized the events, and Mrs. Maekawa, who translated.<br />

Like Hiroshima, Pauline and Nick were asked to join a student group and make a number a speeches over the course of two days, as well as merge their petition campaign with this group of students who collect 10,000 signatures at a time. What makes this group remarkable is that it is composed of visiting Koreans and Philippinos (see photos of Nick and Pauline with Mutsuko making a speech at the forum, and then with the Koreans, and me and them with a girl from the Philippines). Overall, people from Nagasaki seem braver about confronting Japan's past -- I visited the only museum in Japan to confront Japan's history of imperialism, including its invasion of Korean, the Rape of Nanjing, and the enslavement of Korean men and women during the war. On the 9th at 6am, Nick and Pauline joined these student at the Ground Zero Park to lay flowers at the hypocenter and sing songs, at which time a declaration of peace was read aloud in front of the press corps. This press corps followed the kids around all day, including during a petitioning event which moved from a bridge when it began to rain to a shopping arcade. There I carried on further discussions with a Korean teacher whose father was a Korean survivor of Nagasaki, like many other Koreans who were forced to work in Japan during the war. He was in Japan with his Korean student group. At 11:02 a.m., we were at the ceremonial event at the Peace Park, where we were blessed by rain showers. The "moment of silence" was not silent at all but instead was blanketed by sirens: I was told this was done to muffle the sound of protesters on the street outside. We also had to pass through considerable security, unlike Hiroshima; perhaps this is because several years ago, the mayoral candidate was assassinated. Odd...feels like New York.<br />

By the afternoon, we had met with the mayor of Nagasaki, who signed our petition, and in the evening, we had a reception with the supporters of Mr. Arihara's film. Promises were made to continue telling the story of 1945, and to not only remember, but also to do justice to these stories by working for peace.<br />

I added captions.</span><br /><br />It seems to fall on me to describe the remarkable work Pauline and Nick have done during these powerful days in Hiroshima and Nagasaki. Today marks the culmination of five grueling days of commemoration and declaration, discussion and debate, protest and promise, and long days with very little sleep. Beginning with the first drop off at the Hiroshima Peace Museum, Nick and Pauline joined a familiar group of Tokyo student activists whom they already knew from St. Luke's and the earlier workshop. These students were staying at the youth hostel, lodging that left much to be desired in terms of comfort and privacy, but which created a sense of group solidarity. By August 7, when we departed for Nagasaki, Nick and Pauline had begun to convince their peers to start thinking about specific treaties and targeted actions rather than the "no nukes" protesting that seems to characterized the anti-nuclear movement here. All three of us are frustrated by the lack of specificity in the discussion, the "pie in the sky" dreaming about non-proliferation, when we want to talk about how to get a nuclear state -- like ours, and like Russia, to start reducing weapons now. After days and days of practice, Pauline and Nick got bolder and bolder, challenging the adults as well as the students to think strategically. I don't know if the press corps will print what they said, but they said it.<br /><br />When Nick walked into the first speech venue on August 4, I think he was rather surprised at the size -- I think Speech #1 was to a crowd of over a thousand students. They had been joined on stage by the Tokyo students, as well as the Hewitts, who also stayed at the youth hostel with them, along with Akira, Kyoko Toyama's son, and another friend of theirs. So we had a contingent of Americans represented. The next day, August 5, the kids argued/discussed/debated/listened/talked at conferences and various student-run activities the whole day in Hiroshima (and Pauline and Nick made Speeches #2 and #3), while I was pulled away for two long workshops. The first auditorium was so large that I took one look and almost ran out of there in fear; we ended up with 300 participants for a three- hour workshop during which I asked the Japanese audience to trust me and talk about their opinions and feelings. After the first segment of Mr. Arihara's movie, I actually walked around the auditorium and paired together old Japanese men and asked them to work together in partners. They looked at me in blinking wonderment, but they did it. Interspersed was my presentation about critical thinking, activism in the classroom, truth telling, and so on. In the afternoon, Workshop #2 was my "dream workshop": 120 teachers of the national union, representatives from all over Japan. I felt as if I was in a room full of my best friends. This was one of the most important two hours of the trip to Japan --- especially the 30 minutes when we had food and beer and did "kampai" ("bottoms up") repeatedly -- something you can do with a fellow teacher when you can't find the right vocabulary but you want to show you like each other. In the evening, in of all places, two Nagasaki survivors, Mr. Kido and Mr. Tanaka, met the adults in the group at an Irish pub and drank like Irishmen. Surreal.<br /><br />The next morning, August 6, was the anniversary. In front of the preserved dome, we were interviewed by the television section of the Associated Press. The reporters turned to me after interviewing Nick (there were six kids altogether) and said, "What do you think, Mother?" However, they seemed more intrigued to find out that I was the teacher. We were able to witness the first speech ever by a Secretary General of the United Nations at this ceremony. Doves were released. There was a moment of silence. Later, we gathered at the "Green Arena" for the World Congress for final speeches on nuclear non-proliferation (outside, Nick and Pauline made another speech...by this time, we stopped counting when we realized that Japanese people ask you to make speeches all the time).<br /><br />Let me just add that after Hiroshima, the pressure began to fall exclusively on Pauline and Nick for speeches and press coverage....<br /><br />I also had wonderful discussions with young college students about world politics, and after the congress, petitions were gathered en masse by all of the American students. Pauline even got a signature from Sadako's nephew (see photo). I think this petitioning was meaningful. After an exquisite excursion to the island of Miyajima, at the end of the day, we witnessed the beautiful and healing floating lamps in the river, called the <span style="font-weight: bold;">toryu nagashi</span>. I lit one for my grandmothers, sharing it with Taka-san, our fellow blogger, whose grandmother died in Hiroshima.<br /><br />What can we learn from Hiroshima, and from Nagasaki, about which I'll write again later? We have been besieged by questions and can feel pressured by history. Guilt is not the way to go. I have to think about this because I have been overburdened these days, and so have Nick and Pauline. Japan looks exactly like it does in anime movies. The city and landscapes in Miyazaki movies very accurately depicts what Japan looks like. Even Sailor Moon can give you insight into what Japanese streets, schools, houses, food, and school children look like. One thing I've noticed about Japan is the cartoony-ness of everything, especially foreign things. The bread here is horrible. It's all really white and sweet, but looks like bread SHOULD look like. Italian and French cuisine here is almost a parody. We went to a boulangerie in Kyoto and it exactly copied what a French breakfast place should look like. There were even artificial bird chirping sounds. We went to the Murakami cathedral in Nagasaki, and in addition to being really out of place, all the statues of Mary and jesus were almost animated looking. Maybe the perfectionism of Japanese culture causes them to make everything aspire to the ideal world of animation. I've noticed that Japanese art is always stylized. They obviously don't feel any pressure to accurately depict reality. When I passed the dome that serves as an unrestored symbol of the city, I said, "I am here." When I saw Mrs. Kodoma, who spoke at St. Luke's last May, I knew I was. I still is difficult to believe that she was born and suffered in this same city, yet here she was, speaking in front of hundreds of young people, strong and resilient, in the same city that had caused her pain. She asked them --- us --- to fight for a better world. She sounded clear...healed...and confident. We are here for a reason.<br /><br />Nick and Pauline spoke eloquently. They said they shared the same goal for world peace as the Japanese students. America and Russia have 96% of the world's nuclear weapons; therefore, reducing weapons there is a primary goal. They encouraged the audience to sign their petition that they would then take back to Senator Schumer of New York, which the participants seemed to have done en masse. Halle, George, and Akira joined them on stage. Did our American ambassadors look nervous? Not one bit.<br /><br />Tomorrow, they will attend an all day (and all evening) conference. I will be presenting two major workshops. On Thursday, we'll be participating in the 65th anniversary ceremony, along with the U.N. Secretary General. On the 30th, Mr. Arihara took us to the park in Ueno and the temple in Asakusa. We had the workshop the next day. We stayed in the house of Mutsuko's friend Mrs. Asako that night. The house was an interesting blend of modern and traditional. We left for Kyoto the next morning. That day we went to Kodai-ji temple and Kyomizu temple. We stayed in a ryokan (traditional Japanese inn) and slept on tatami mats (not the most comfortable). The food there is really good though. The next day we went to Koke-dera (the moss temple), which was really pretty, Arashiyama, where the bamboo forest is, and Ryoan-ji, where there is a famous rock garden. At many of the temples we go to we participate in Buddhist rituals and buy charms. Today, Pauline and I went to San juu san gendo (a really cool temple with tons of statues), the silver pavilion and gold pavilions. I liked both pavilions immensely. Then we did our Kyoto workshop. It was a lot of fun and we met a lot of interesting people. Tomorrow we go to Hiroshima. <div><br /></div><div>I haven't seen a geisha, so I'm a little disappointed. Fortunately I did see two maiko (apprentice geisha) do a dance performance for 15 minutes at a Japanese craft museum the first day. It retains a deep connection to the past, despite the modern skyscrapers of Tokyo and the sleek subway system that runs like clockwork. Contemporary city dwellers cycle along busy streets without helmets, dogs in their baskets, as they pick up tofu on their way home for dinner. Rarely do you detect a wireless network on the computer, although the ubiquitous cell phones seem to define the Japanese experience. And although McDonald's and Starbuck's are around every corner, Japanese people do like to eat Japanese food and drink sake.<br /><br />A little tourism in the excrutiating heat and the humidity has given us the opportunity to ask for blessings in one Buddhist shrine after another. There seems to be a cure for everything. The headache blessing has really reduced my migraines. We got into Tokyo Narita airport around 3-ish Japan time after a very, very long flight. We took the limousine bus to our hotel (which took two hours, but it was okay because Ms. Allen made friends with some Japanese women who recommended a couple noodle shops for us to go to for dinner). We then got to out hotel rooms, freshened up, and met Pauline, Mutsuko, and Mutsuko's cousin for dinner. We went to one of the noodle shops recommended by the woman on the bus. Then, we all ate ramen. It was interesting because you had to purchase a ticket from a machine and then give it to the waiter to get your food. After that we walked around the controversial shrine of Yasukuni-jinja, where the nation's war dead are remembered. I'll post some pictures too. Mr. Hunter, a retired teacher from the school, movingly recounted his father’s difficult memories as a soldier in the Pacific in WWII who was posted in Japan after the war. He then introduced two Japanese survivors of the 1945 atomic bombs, Mrs. Kodoma, from Hiroshima, and Mr. Kido, from Nagasaki. Among the witnesses were our 8th grade class, some of their parents and other adults from our community, their teachers, and 30 other Japanese visitors, including a contingent of Japanese high school students, teachers, and lawyers. According to student Rachael Johnston, “Hearing the survivors talk was really amazing. You learn general information in class, but when you hear about it from them, it changes your perspective.”

<br />The genesis of the Nagasaki Workshop was a three-year relationship the school has maintained with movie director, Seiji Arihara, and the survivor community in Nagasaki. On September 11, 2007, we screened his animated film, “Nagasaki Angelus Bell – 1945,” the true story of a doctor and nurse and how they survived to rebuild their community. Students in Grades 7 and 8 then leapt into action, writing letters about nuclear weapons to then Senator Clinton, who answered us. Pictures of these actions and copies of these letters were sent to Nagasaki, and the director himself returned to rescreen the film on May 4 of this year. In the May workshop, activities involved everyone in the room; activities were translated into Japanese, so discussions about the movie took place in both languages, and among adults and students. We also wrote letters to our senators. The event was broadcast on Japanese national television. Such workshop activities, in which feelings and opinions are included, are not widely practiced in Japanese education, and the Japanese guests were intrigued.

<br />In August, social studies teacher Kim Allen will follow up on this work by accepting an invitation to share her experiences at St. Luke’s with a wider audience in Japan. Also invited were former parent Mutsuko Okuda, who brought the film to us in 2007, and another St. Luke’s current parent, Lydia Andre, who helped to promote the film in 2007. It was determined that it would be far more effective to have students present their own work, so their children, Pauline Ceraulo and Nick Wilson, both now in high school, will conduct workshops with Ms. Allen in Tokyo, Kyoto, Hiroshima, and Nagasaki, chronicling their work with the Nagasaki film and survivors, how they teach and learn about difficult history topics, and how students take action in their community. They will also collect thousands of signatures on a petition asking the U.S. Senate continue to work toward the abolition of nuclear weapons, which they will take to New York Senator Charles Schumer. At the end of the trip, Pauline, Nick, and Ms. Allen will make a presentation directly to the survivors of Nagasaki who invited them to Japan, making a solemn promise to take their stories back to America.
